Do you understand the the inner workings of accounts and billings and scopes ?
I’d say the AE level but it’d need to be an agency that was willing to do a little training because there are things an AE should know that you wouldn’t.
You may have more luck at a smaller agency that isn’t as prescribed with its career paths as a big agency.

No hate against pharma advertising, but why would you prefer that side of things? It tends to be highly regulated and boring work.
But to answer your question you should shoot for AE and hope they promote you up in a year. No certifications needed, just some on the job learning.
I worked at an small agency where a former lawyer came in as an AE.
I’d read eat your greens or how not to plan as well.
