Hello I got a confirmation from HR at Shell that I have been selected for a role and there will be background checks before joining the company. He said the mail will come from a 3rd party vendor for the background verification. It has been 1 week and there has been no mails till now. Is it normal? Should I follow up with the HR again?

If you're doing more work than you're getting paid for, yes. If they won't give you anything, find a new job at the higher position for more money and then let them know and see what they do. Gotta be prepared to walk away and go to the new job tho.
do you have a job description for a senior producer where you are? oftentimes mastery of current role isn't enough for an internal promotion, (and with producing specifically experience in a variety of challenging projects or situations is key) so before you have a conversation with your boss (or recruiter), make a note of examples in the past 6 months where you've actually being already doing this role. It'll help your conversations immensely either way.

What about when your agency doesn't have senior roles in your department at all? As in they don't see a need. Yet the work you've contributed since joining 1+ year ago has grown the department role and you have tons of positive feedback from the executive team (and peers)? Plus you have a decade of experience (though not all direct to the position). Worth pushing for the title even though it doesn't technically exist?
