98 almost 99k base salary in San Diego, CA not including the bonuses or OT… is this too low or reasonable?

I am looking to make a career change to HR. I currently make 75K as a sales and development coach. I had a recent offer for a state government position in a talent acquisition role but I’d be taking a $25K pay cut. I am extremely over qualified for the position but it could possibly be a stepping stone and gives me the time to acquire SHRM certifications and possibly start taking classes to get my MBA. My question is those currently in an HR role, would this move make sense to you?

How much percentage is variable pay in Birlasoft. Do people get full variable. Is there hybrid work model?

Will I be getting the joining bonus with the first month salary or will I get that after 3 months ? Ps: I joined on 16th august and my first salary is due on 30th September.

I was offered RSUs for the first time as part of my compensation. I think I understand the concept as such but there are a few intricacies I was looking to clarify. Could anyone let me know if my grant date is 9th nov, 2022 and vesting period is 1 year, will I get RSUs allotted at the price of stock on grant date or vest date (in this case 9th nov, 2023)?
