I have faced this situation when my new direct report had applied for the job I got.
I do not recommend off boarding the person. I would rather leverage him as a senior resource. It may take sometime to get him on your side but once you have him, he will be valuable. Also, it reflects your leadership too. I recommend you to coach him and help him cover the distance to the next growth opportunity for him.

There is no auto answer. You have to be open minded and give benefit of doubt. Sometimes people apply to show their ambition even if not ready. And that is good. You also want to think succession—not just when you leave but what if that person is actually someone who can fill in for you when needed. I have been open and said how can I help you pick up additional skills/experiences so you can become ceo elsewhere—if in a shorter window—or here if you want to take your time. And in one case I asked why she didnt apply for my job and helped her on a professional development and confidence path (and she is still working for/with me). Dont assume the worst here. And sometimes the rejected person moves on by themselves.

I had this come up recently and my colleague and talked about how we would handle it if one of us or the other got the job. I did get the job (VP) and they have been supportive and we have a good relationship still. Jobs shouldn't change who you are as a person or your commitment. There is room to lift each other up and as they say, a rising tide lifts all boats. This is obviously very individual, but an open conversation can tell you where you need to go here. People don't have to leave to have a successful team.
