As a parent, when we leave early we are still being told to make up the hours or use PTO.

I think everyone deserves flexibility in their workday, whether you have kids or not. And honestly, sometimes adult children require more than younger kids. Mental health is a real thing. Also, nobody has a spouse at home any more so someone has to handle the business of living.
1. Parents absolutely should be able to leave if there is an emergency at school. Do better.
2. Yes, flexibility should be afforded to everyone.
Framing this as “special treatment”, makes it seem like parents are getting something extra, rather you feeling like you aren’t getting what is reasonable.
And honestly, working parents are likely working late in the evenings to make up for leaving early. You seem to be under the impression that less is expected of parents at work, which couldn’t be further from the truth.
