The only advice I can give you is to quit. It doesn't get better. This person is in charge so they don't have to answer to anyone and don't have a reason to change

Fair enough. Then I would try to do as much as you can under the radar. Small acts of progress add up.
What makes you think the CEO doesn't care about DEI? The executive team may be reluctant to be transparent about diversity initiatives, for legal reasons.

I know that our CEO doesn’t care about DEI, because he has said that, he has cut the budget, he has cut headcount, and he refuses to support any of our initiatives.
