It also makes you not trust some people because they'll fib about when a project is supposed to start so you hang out for it. I wouldn't say it impacts productivity. And makes it really hard to take all the PTO they give you, at least at lower levels.
Also performance on projects matters less than actually being on projects. Maybe that will catch up with you at a higher level but it's just the nature of the metric.
Also, when I got utilization bonuses, I stopped doing BD work entirely unless I had a chargeable WBS. Never wrote white paper either because it's clear that the company doesn't care.

You can always bill whatever hours to your code. The partners choose how much of that to bill the client. Other portion still hits their project profits.

Makes it hard to really value your skills growth and career interests over somewhat mindless projects that get you higher metrics.
I'd rather be incentivized on output than how many hours I spent getting it done.
I used to actively do work slower and bill more hours than would actually be needed just so I had a "buffer" of until if I happened to be unstaffed.

BCG1: When were you ever able to bill "actuals" at Deloitte? I've only ever billed 45 hours. Doesn't matter if I worked 45 or 80.
It's seems like such a frustrating, meaningless thing to judge associates on. Very thankful we don't do it.

Yea they take a write down which negatively affects your rating. I don't know anyone who ever bills actuals.
