Look for patterns in behavior rather than a single instance. That usually helps with evaluating.
I’m not sure if you’re asking this out of genuine curiosity or if you just wanted a philosophical debate 🧐 but I’m cool with whatever.
People are definitely capable of change, but only if they ✨want✨ to change.
If you’re wanting a statistical answer then consider observed behaviours as your datapoints. Have enough datapoints then you’ll be able to make predictions in similar situations / scenarios. If observed behaviours are exhibited in most situations (similar and different) then it is likely that there’s a high probability of it being exhibited again in the future.
But can you really read this off of a resume ? And if someone provided their answers, then are you not becoming bias, to only stick to your perspective?
