Are you their manager or are they negatively affecting your work? If the answer is no to both of those I don’t think you need to worry about it.

I guess it depends on how much it impacts you. If you were there supervisor, you can initiate disciplinary action. If they are just a coworker, I would just report the comments especially if it's impacting your ability to do your job.
Negativity breeds negativity, all should be addressed best way is at your 5 min stand up if possible, also not a direct one on one open floor for comments. So many possibilities here, bad day, disenchanted with position or company. All should be addressed, goal is safe happy work environment. We spend a good portion of our day with our staff, we should leave a positive impression not one of we didn't care enough to address it.
