Just as bad in what way? What are these people doing that you want to report?
I'm afraid there's little for you to do if even your superiors are rotten, might just want to consider trasnferring if possible
Sounds like the problem is your department as a whole then, little one person can do to change the entire culture there
Document every instance of bad behavior and create a paper trail. This could include writing down when and where the incident occurred, any witnesses who can confirm the occurrence, and documenting what took place. It is important to be thorough when recording and try to use specific details that could help support your case if needed.
You go to Human Resources and let them deal with the mess of a company they have.
If you can, it's important to document any misconduct in writing and speak to someone outside of the department or organization who may be able to provide support and advice, such as a labor attorney or human resources professional.
Depending on the nature of the misconduct, you may need to contact external authorities, such as local law enforcement or regulatory agencies, but I really hope it's not as bad.
It's important to seek out support from colleagues and mentors who you trust, in order to create a safe space for you if you decide to take action, and maybe some of them could back you up.
