Yes, it used to be exactly the same way for me as well. Let alone legs, I could not even move my fingers when in panic attack. Learnt the box breathing technique which takes about 10 mins to calm me down, then gently stretches while sitting, essentially my body used to store my anxiety (not sure if I am able to explain this correct) and any movement along with breathing deeply helped to reduce the stored anxiety, post that I learnt to do 7 mins of fast work out (I relapsed so now it's brisk walking than floor exercises) but it does help me to get the anxiety out of body even if a bit.
